Can we prevent tragedies?

Today’s poll on CNN.com asks the question “Can tragedies like the mass killings at Virginia Tech be prevented?”.
I really struggled for a while on if I should select YES or NO because there is no short or right answer to that question.
YES-Future tragedies can be prevented with greater vigilance
NO- No one can predict what’s going to happen in the future
